How Do I Stop Recliner From Rocking?

I have a '97 -'98 Tropical 6330. We have a recliner that rocks when we drive. It reclines, slides and pivots just fine but when in "chair" position, none of the adjustment levers seem to lock it in place so that it doesn't emulate a rocking chair when you hit a bump.

Anyone have any hints other than installing a block under it?
