Ignition override system

I'm digging further into my problem with the Kwikee steps (see my post on 5-31)
Now I have discovered there's power where there shouldn't be!
The manual says "the voltage should be 12v when the ignition is on, 0v when the ignition is off." (at the 4 way plug, yellow wire)
On my system, there's 12v in both incidences: i.e., 12v w/ignition on, 12v w/ignition off.
This tells me I should be checking the override system. Is there a switch or relay somewhere I should check out? And where do I look? With no help from the manuals of Ford or the coach, where do I begin? And I'm stubborn enough to NOT go to a dealer that wants 100 bux an hour to work on it.

...................more help needed (and appreciated)

There is a lead off some ignition switchs that controls the steps.
This link may have your coach wiring, make sure your screen switch works you can use something metal to operate the switch on door.
