Islander Owners question

I am doing some work to an "03 Islander and found this mounted on the wall under the transmission selector. It has a key in it and the tag says "Diagnostics Islander".
It seems am odd place to install a component one might need to use from time to time. Behind a panel held in place with 6 screws, not to mention beside the drivers chair which doesn't cooperate much with allowing access is not my idea of ready access. My '03 Tradewinds LTC is also on a Dynomax chassis, but I don't have this component.
Does anybody know what it does?
I have no idea why the picture turned 90 degrees....

Our 03 LTC had the same key panel, but I don't recall for sure the purpose. Seems to me it had something to do with the anti-lock brake system diagnostics, but not sure as it's been a couple years since we owned the LTC
