If you're hooked up to city water, turn the hydrant off. If on your water pump, turn it off. No pressure, no drip.
I'd begin by removing the handle(s) and under the handle(s) you should find a large hex nut. Use a wrench and unscrew the cartridge. Take the cartridge to a home improvement store or a plumbing supply store and buy a new cartridge. (or two if you two handles, hot and cold) If no cartridge is available, you could replace the whole faucet with a new one.
