Not familiar with your system, but I would think you would access the tank from below and I'd bet it's made of plastic. If it's metal, Aluminum/stainless, cracks can be repaired fairly easily. But before you do anything too drastic...try filling your fresh water tank just until the 'full' light starts to blink. On ours, if I fill it until the light stays on steady, I get the same effect...it starts to go to the over flow and siphons almost a quarter of the tank before it stops. Same thing happens if I park with a full tank on the low side...siphons a quarter and stops. Can't explain why yours is draining into the adjacent compartment unless you DO have a tank leak or one in a line.
At any rate, if you do have a leak around a fitting boss...those are hard, if not impossible to repair, again if it's plastic. However, I just ran into a fellow rv'er that had a leak around a fitting in his FW tank and was quoted a ridiculous price to drop and replace the tank. I've never heard of it before, but he found a shop that can 'weld' plastic tanks...works like a TIG or MIG welder but uses a plastic rod instead of the normal metal ones. I'm assuming that other shops would have the same type of equipment. Just a thought just in case you do have a leak.
Could be just a loose clamp somewhere...not MY luck, but it could happen.
