Pulled the ignition and checked power there and i am only getting approx 1.5vDC on the starting pole. Also it seem that i have no power to the fuse panel next to the driver seat. I have power everywhere else and the generator starts. Any help would be appreciated.

What chassis and engine do you have? A wiring diagram would be helpful but in the absence of one I would start at the large terminal (battery) on the engine starter solenoid for a broken, loose or corroded connection. If all appears OK trace the wires to your fuse panel(s) and check for voltage where the wire connects. I don't advise piercing a wire with a test lamp to check for voltage. This will cause a problem later on. You need to be absolutely sure the test light is grounded. Probe around to confirm the light is working properly before you condemn any circuit.
You may find a large amperage fuse somewhere in line to the fuse panel. Check for battery voltage on both sides of the fuse.
If you have power to the fuse center check for power to the ignition switch. More than likely you will find the switch down on the top or side of the steering column. Look closely for any signs of melted or corroded wires. These switches can be difficult to access. You may even have to remove the driver's seat to get into the space you need to do your testing.
