Yes it should be. Reason is because you can turn on only one RTU at will. The basement air units they have two compressors one evaporator and one condenser, and share one t stat. In the off position it will only allow 1 compressor to run. Roughly 1/2 the capacity. This may not have answered your question about one stat and two RTUís.

Ours cools pretty well with the switch set for 1 compressor unless the temps are extreme. We leave it that way just because it is much quieter running under the bed.
