Question Plate Missing on Turbocharger

Have a 1999 Tradewinds with 300HP 3126B diesel. Looking underneath in engine compartment I noticed a plate looked like it was hanging off of my turbocharger with one of 5 bolts. I reached for it and it came right off. It must had been like that for some time because it was broken at the bolt. It runs great and I don't seem to have any power loss. Does anybody know if I can leave it that way? There isn't a gasket. It seems like it is an inspection or access plate.

Might want to see/ask if the Mod's will move this to the "Cat" engine section for better coverage.........
