Power converter problem

..About 5 years ago my batteries were overcharging by the converter so I installed a charge wizard. Everything worked fine until this summer when I noticed the lights flickering. The power company had an intermittent open ground or neutral which they fixed. Now fast forward to heating season and everything is fine until the heater (propane) kicks in and the lights start flickering again and I checked the panel vm and it is fluctuating from about 11 to 12 volts. When the heater is off I am reading batt voltage. I have replaced the charge wizard earlier and now I cannot get 13.2 volts out of the converter with all wires disconnected. The 14.4 and 13.6 steps are working fine. Another charge wizard or the converter?

If the lights only flicker when the furnace kicks in.. My first thought is a bad or poor connection.. Most likely a ground since that seems to be the ones that go bad fastest.. But answer this. WHICH converter do you have.. The last two digits of the model number are kind of important.

I have the 9160A from progressive dynamics. The normal voltage is 13.6 but when you add the charge wizard it has three voltages available. I do not believe it is changing to the lowest volt and just dropping off to battery voltage. I have inspected everything and there may be enough voltage drop across the CB to effect the low voltage setting.

Well it went through all the steps perfectly with correct voltages but now has dropped off to battery voltage when it should be 32 volts or trickle charging. However after 4 hours it does 14.4 for 15 minutes then back to nothing . I think I will pull the charge wizard and see what happens
