I'm suspicious also that the OEM starter is a bit underpowered, especially as it ages and the brushes wear. But a test that eliminates everything except the starter solenoid and the starter itself, is to connect a good, fully charged, battery directly to the starter solenoid input terminal and the genny frame (Ground).
