1436LA Dometic 8700 toilet not flushing every time

Toilet only completes flushing cycle every other or every third cycle
We turn water pump on to flush for combined flow with city water
Toilet bowl needs to be full to think about flushing
Being over 10 years old I’m sure parts need replacing
Where do I start troubleshooting problem?
I have a 385310076 kit with two 1-1/2” duckbill valves and a 385316906 vacuum breaker kit but that’s it for spare parts

I would suggest reaching out to the manufacturer, Dometic 1-800-544-4881, with the model number off of your toilet and provide them with a description of how the toilet is operating. I did watch multiple videos on how to remove toilet for cleaning
I’ll do that plus install new duckbill valve and make sure line to black tank is unobstructed
