2004 Allegro Bus 38TGP heat exchangers

Hi all. Our motor home is set up with two zone heating and the cargo bay with the hydro-hot set up. In the main living area there are two heat registers in the floor, one behind the drivers seat and one behind the passenger seat. The other register is below the cabinets across from the fridge. The register behind the drivers seat does not blow out any air at all. The other two blow out hot air. Does anyone know if the one behind the drivers seat is supposed to blow out hot air as well? If so, where would that heat exchanger fans get the 12volt power from?

Thanks!
