Do you have access to an owners manual for the coach?

The lighting is almost always 12v powered, so more likely to have a fuse than a breaker. Somewhere you have a 12v power distribution panel that will have the fuse or breaker for each circuit. If no other '08 Phaeton owner offers help and you don't have an owner manual, call Tiffin Customer Service and ask.

Most RV lighting is 12 volt DC with the exception of the microwave range light. So I would look at your 12 volt panel for a blown fuse. If you can not find the panel, call Tiffin and ask them where it is on your unit. All the best.

Have you looked in the outside compartment on DS front, under driver’s seat area?
