You apparently have a GM/Chevy P32 chassis with the infamous J71 Auto Apply Parking Brake (AAPB). These things are infamous because of just the sort of problems you are experiencing.

OBTW, a 1997 P32 isn't a Workhorse. WCC did not begin production until late 1999.
