Most times the solenoid that controls bi-directional charging fails due to burnt contacts.
It's also the boost start solenoid so finding it is easy. Have someone push the boost button on and off while you listen for it clunking.

Yours may differ but it's the center solenoid in this picture. You can see that each battery positive goes to a side. While holding the boost switch, both sides should have equal voltage. Click image for larger version

Tiffin put a one-amp trickle charger on the chassis batteries on coaches in that era. It was plugged in to an electrical outlet and a line runs to the chassis battery. Yours may have become unplugged, the charge line broken or failed entirely.

If your coach was not yours new, the previous owner has most likely done some modification by this time and the trickle charger thrown away. Most of us replaced that trickle charger with a Trik-L-Start or Amp-L-Start as they provided a higher current to keep the chassis batteries up to speed. Those units were normally hooked up to the charge solenoid located in one of the bays close to the batteries.
