Front steps are possessed

Steps go in fine but when they come out they bounce 8 times before shutting off the motor. Replaced the controller but still does it. Ideas? Doesn't seem like it would be the motor. It test good at .8 ohms.

You replaced the controller and it still does it? Whoa, that's weird. I'd immediately suspect the voltage reaching the controller/steps. What it sounds like is a bad or dirty connection somewhere causing the controller to go all wacky. Maybe early in the supply wiring where there's some corrosion or a bad relay or even a rare intermittent fuse. The motor draw causes the voltage to dip, that resets the controller, rinse and repeat.

Start with the switch in the door frame. It can get wet and corroded. Pop it out and take a look for corrosion or loose connections.

Steps

I have had this same issue. I did all the above and still had the issue. replaced the motor gear box assembly. That fixed the problem. took the gear box apart and found the plastic gears to be stripped.
Took the motor assembly to the auto parts place and they crossed the part number to a I thank it was a ford pickup window unit.
