Inverter/Charger Bypass
The inverter/Charger should have a bypass relay that is energized when the inverter is supplying power. With the inverter off, the power should be feeding straight through. You should have 2 distribution panels, the main and one fed from the inverter. Make sure the breaker in the main for the inverter is not tripped. Then either with the generator on or plugged into power, using a meter check that power is getting to the inverter/charger. If not, this is the first problem. You need to test the hot and neutral. If yes, then you need to check for power out. Should be straight through. If power in, but not out, then likely the transfer relay in the inverter is bad. With power, the inverter should also then be able to begin charging the house batteries unless they are overly discharged. Then you will need to jump them off of something to get the charger started.
