This is what I did. I lifted the front with hydraulic jacks and then put stands under, just in case... Then I removed the bottom panel, 8 or so nuts and bolts.
This will allow you to see the motor and the step gear. See if your step gear is getting pinched (see picture). The last part of the gear is what pulls up the flap.
