It will be the seal where the toilet goes through the floor. just a cheap O Ring. We had the same after upgrading our toilet
It stunk all the way from Mississippi to Montana before we worked out the issue
Very easy to fix ( but a bit smelly...)

What I find works for smelly tanks, gray or black, is the Geo Method. It has worked well for me. My tanks never smell. The video Instructions can be seen on You Tube.
