I noticed our fresh water tank was dry (was at 30%) while we were hooked up to water. My wife had the water pump on for more water pressure so I'm guessing the water pump only draws from the fresh tank and doesn't supplement the pressure when hooked up to water services?
Our last RV had the Nautilus system in it and was different from the Tiffin system.

You are correct , the 12 volt pump ( on most RVs ) only draws from the fresh tank and when boosting city water pressure will take water from the fresh tank.

When the pump pressure is higher than the city pressure, it closes the incoming check valve, so no city water coming in. If city pressure comes back up, more than pump pressure, it closes pump check valve, stopping water pump.
Does not hurt to have both turned on, but most cases, one does not supplement the other.
