That looks to be a "trouble light" than can be pulled out and moved within a certain are of a basement compartment. The black part with the small knob is used to wind the light back into its holder. I have one in my Alpine.

Mid-90's Chevy pick ups had those under their hood.

It is a light on a cord, and the handle is to reel it back in.

had one of those on one of my cars long ago. The lever by the wire connection turns it on, the "push" button releases the light and you pull to extend the cord. Then you turn the crank to rewind the cord.

Try it out before your first trip. They all had a habit of dying from rusted wires or contacts or blown bulbs. They can be easily fixed, and they're very handy on the side of the road, but you don't want to discover it's dead on the same day you need it.

It’s unfortunate that Tiffin doesn’t install them anymore. Our 20 Bus doesn’t have one but our 15 did.
