Before replacing the pump, I'd make sure all the winterizing valves are properly set for use. Go to every faucet, including outside shower, and make sure the hot and cold valves are closed. A constantly running pump sounds like it's not building up pressure enough to shut it off. Do you see any puddles under the RV? Do you have an icemaker, dishwasher, or washing machine? Is the water heater full of water and no leaks?
Poor pressure can be due to a clogged filter or even clogged aerators at the faucets. Make sure they are all clean.
