1990 feetwood flair lights problem

I just got a 1990 Fleetwood Flair. i have 2 questions. where the heck is the circuit box for the fuses that include the tail lights? also, is it normal for the engine to run 5000rpm at highway speed? ford 360 engine.. thanks

should have said 460, not 360 engine......
