1998 southwind 32V shock replacement

I am looking for a way to improve the handling of my p 32 chassis . wondering if front shocks may help. I have Monroe shocks that have no sign of leakage and I don't know if shocks have ever been replaced. Do shocks have an expected time to be replaced? how would you know when that time was?

its a chevorlet p 3 series 7.4 liter . air lift 1000 air bag in coil springs were replaced and replaced coil springs with oem parts . it has steering stabilizer and still handles poorly.75000 miles on odometer. tires were replaced last year. steering requires correction as drifting occurs handles poorly in wind . it has safety steer installed..looking to improve handling
