The control board is supposed to detect high amp power draw when the steps have reached their limit and shut off. That, and the fact the light is staying on sounds like the control board needs replacing.

Have you lubricated all the moving parts of the mechanism? The accumulated friction in the moving parts could be the issue.

Wait a sec, the switch fuse should be small, like 3a, because its only a switch, with in this case, a light. The fuse for the motor will be much larger. Sounds to me like you have a short in your switch, with the light being on all the time, AND the fuse blowing, its almost guaranteed.
Remove the switch, test it with a digital multi-meter.
Test the wires for shorts between each other, and ground. Feel free to jiggle wires as you test.

yes, after blown several 3 amps fuses for the motor ,I tried 5 amps and blown then 10 amps and the step works fine , both fuses are label 3 amps . so now it operate with 10 amps on motor and 3 for the switch.

I will have to check mine, but I am pretty sure my steps motor has more than a 3amp fuse.

According to this manual, there should be a 20 amp fuse for the main mechanism, then a 6 amp fuse for the wire from the ignition switch and another 6 amp fuse to protect the door switch. The light has the option of being hooked into a switch. On my step, the light is wired to come on when the 'porch light' is turned on.

One item often overlooked is the ground wire connection. There is a ground wire attached to the chassis frame just behind the step area. Remove it and use a cordless drill or similar with a wire brush and clean to the shinny metal, re-attach the wire and spray with rubberized undercoating. This is often the last thing you think of, check yours and you will probably find a corroded or loose connection, JMHO. Good luck.
