I just went through Power Gear jack failure also. Just a couple of thoughts...
1) Check the leveler fuse in the BCC. In my 2002 Expedition, it's a 10 A lower right hand side of the box.
2) My issue was bad pad/controller AND bad relay. I replaced the 500456/500457 with the 500731 controller/connector. Requires splicing of power cable and ground at the pump. Relay was under dash, near steering column in a wire mass that had about 10 relays. The one with the wire that matched the jack controller power connector (4 wire) was Brown with Black stripe - only one in that rat's next. Replaced relay ($27) and everything is back and working.
