94 Bounder electrical issue

Im having an electrical issue with my ‘94 Bounder. It sat over winter and I thought the batteries were toast, so I bought all new batteries. Hooked them up but something is going wrong in the circuit board to where the top row of fuses have amperage but the lower half of the circuit board (chassis) side is not reviving power. When it’s plugged in the interior works but the dash and running controls will not work. I’m not exactly sure what happened because everything was working fine and now it is shorted out somewhere that leads to the dash and starter. I’m not sure if wires were crossed or what. Does anyone have a picture of the circuit board or wire hookups? I’ve been trying to find one and no luck... I’m not sure if someone replaced wires in the past and one the positives is supposed to be a negative? Any advice would be much appreciated. Thank you

Sorry you're here with problems .

Questions:
Do you have a 12 volt test light and a multi-meter ?
Any way you could post a picture of your batteries , showing the current cable placement ?
