97 American tradition Air ride issue

I have a 97 American Tradition on a Spartan chassis. Once i turn on the coach and it starts airing up the bags i get one of the ports on my control valve that stays open. The coach will build to about 90psi with it venting and if i rev the motor i can build the remaining pressure to turn off the low air light. If I put my thumb over the vent tube then the front air bags deflate. I took the control valve apart and cleaned it but no change. I am at a loss. Any idea what valve/control/sensor might be telling this to stay open? Pic of the offending valve below.

Looks like a Norgren Ride height/Dump Valve- Check the Electric Solenoids and make sure they function -They control the Internal Side Valves to Air up and Dump.--They are fully rebuildable.

There is a solenoid on each side and One of them gets really hot. I have swapped them side to side with no change as well.
