Generally speaking the hour circuit works by the horn button completing the circuit by supplying a ground to the circuit.
If this is the case with your motor home you should have power to the signal side of the solenoid. If you do and you ground the coil in the solenoid the horn should sound.
If not check to see if you have power to the load side of the solenoid. I believe you say you did not. This circuit is most lively protected by a separate fuse.
To confirm this disconnect the power supply to the load side of the solenoid, supply a fused separate power supply to that leg of the solenoid and see if the horn now works. If not disconnect the power to the horn and connect the fused separate power supply to that terminal and see if the horn works.

The load (your horn) is represented here by headlights, it all works the same. Also do not let pin number 87a confuse you, it is just representing a normally open circuit (you may or many not have that pin on the bottom of the relay)
