Interesting timing - just solved the same issue on a rig yesterday. City water system worked fine with good pressure and no air. Little water and lots of air coming into coach system on water pump system. In order of our efforts; defective pump (no), loose fitting sucking air (no), bad switchover valve allowing air into lines (no), pinched/plugged supply line from tank (no), plugged filter/spud at intake end of supply line at water tank outlet (YES!)

Blew compressed air back through supply line to tank and cleared whatever was plugging the intake. Drained the tank of remaining water in hopes that plugging material will exit tank with water draining. We'll see?
