Air actuated piston that moves that upper bar...mounted in entry
Chair Lift ?

Top picture is a 30 amp resettable fuse, likely 12v.
Second picture just a guess. If the black tubing is what you describe as running to the back bumper, it may be a hand activated hydraulic trailer/toad brake or e-brake mechanism. The connector at the end joins to the trailer/toad system.
Never seen anything like it. Have you tried to research the label on the cylinder?

That piston actuator IS mounted to step in entry...correct?
And the piston Moves that Bar...correct?
What is end of bar connected to?

I am with Larry on this. I believe it is a brake actuator for a trailer. The more you lift the lever the more air pressure is applied.
I would research the previous owner and get in touch with him, but I would bet ten dollars it is a brake lever.

Top photo 30 amp re-settable circuit breaker. 2nd photo some kind of hydraulic kluge complete with lots of fittings and a view glass on top...

What does the bar do? What is it attached to? It is to raise and lower something, but it is not obvious in your pic.

I would guess brake system for toad. Glass cylinder on top stores brake fluid and to purge air in system. Poor mans Brake Buddy.

Simple solution, start it up and move the lever. See what happens. IF nothing happens then it has something to do with the braking of a tow vehicle.
