Bounder elec. brake wiring

Hi all, purchased a tow dolly, upon hooking up I discovered that the Remco brake system has no power to the controller in the cab from the Power Distribution box in the engine compartment. The Red and Blue wires are not connected to anything in the box. It appears the P.O. never pulled anything, thus the system was never "hooked up' inside the power distribution box. I have all the original service manuals from Ford, and Fleetwood, but nothing on this brake system.
Does anyone know what the red wire attaches too? The blue wire?
It is a 1995 Bounder F53 460 gas. 6-pin plug at the hitch
