Dash Vents

I have a problem with the air coming out of the vents put it on the floor works fine. Put it on defrost closes air off the floor but nothing comes out of the defrost vents either I can still hear the air blowing. Put on dash vents a
little air come out but almost all air comes out floor vents. Is there any way
to get wall off in front of the passenger seat where one floor vents comes
through it? I think blower is behind that wall. Any Ideas would be helpful. I own 06 Bounder 35E Ford V10

I think the louvers are vacuum controlled. Had a car that was stuck on defrost. Found a bad vac hose under the hood.
