How it works is that when you plug into shore power, nothing happens to the ATS, it's in it's normal, unpowered position. Power is passed to the house via the NORMALLY CLOSED contacts on the ATS. Now, if you start the generator, when it comes up to speed if things pas the checks, then power is applied to two circuit breakers on the generator. If those are both closed, power goes to the contacts on the ATS AND to the coil of the ATS, which closes the NORMALLY OPEN contact. Once those ATS contacts close, the generator power can come from it, to the house. When shore power is plugged in, power goes to the Normally Closed contacts of the ATS...it's not operating unless the coil for the ATS gets power from the generator.
So first thing I'd recommend is that you check that the 2 breakers on the generator are closed. Disconnect shore power, start the gen, check those 2 breakers, check inside to see what happens. If you get power, then the ATS contacts are okay on that side.
