Sounds locked up. Perhaps incorrect installation of the torque converter causing it to bind. Can you turn the engine over by hand either from the fan belts/pulleys or with a bar through the transmission inspection plate prying on the flywheel?

Was it a rebuild or new or used motor?

Can you turn the engine over by hand (socket on the crank bolt)?

If not, remove the serpentine belt and see if it will turn over, could be a locked up idler pulley, P/S pump, alternator, water pump.

Question 1: Did you ever have the new motor running in the new vehicle?

Question 2: did you ever see this motor run in the original motorhome or on the test stand.

Question 3: Who did the swap, what is their experience.

Check the starter nose end for any marks to indicate it's hitting the ring gear. Maybe even try it with the bolts loose just a turn or 2. Also, look at the ring gear itself for signs of housing hitting it.
What engine is it? Ford or Chevy?

I can turn the motor and the flywheel turns with a flywheel Turner. The starter spins free when I take it out and put power to it. I think it has something to do with the little black box in the pictures I posted but I am not sure
