Fluttering water heater flame

04 Terra water heater when ignited does not keep a consistent flame. I tried to upload a video but it wouldn't work.

Clean the burner assembly
Propane has a narrow flammability range so clean burner is essential

Remove spark electrode assembly...clean up electrode with emery cloth
Remove burner tube and using a small bottle brush clean out the burner tube
Remove orifice and soak in alcohol then air dry
*NO POKING anything thru it or use High Air Pressure
Orifice is laser drill precision hole that meters gas flow --LP is only 0.39psi

Reassemble orifice, burner tube, spark electrode assembly
*If Atwood make sure spreader plate is parallel with end of burner tube
**If Atwood adjust air shutter so it is roughly 1/4 open...

Fire up water heater

I had the same issue and the fix for me was the ground had become corroded. Surprisingly I found the ground issue when trying the get the water pump to work. Once I fixed the water pump ground the water heater started working as intended. I think the corroded ground was causing the electric propane valve to shut off and on.
