Fresh Water level gauge stays on full

I have a 2007 Fleetwood 38V with a freshwater gauge issue. It is stuck on full regardless of the level, I'm very hands on and can fix most anything. I'm being lazy because I haven't even located my tank. It's climate controlled in the basement in certain spaces and I believe it's between the I beams forward. I find a removable panel about 36' long 10" tall but it is seriously sealed in in so be fore I remove the sealant and ideas on the repair?

Drain the tank and take a sample of the water. Is it clear? Regardless, I would try adding a good amount of tank treatment liquid and fill up the tank. Leave it full at least 24 hours. Drain and flush with COPIOUS amounts of fresh water.

Most tanks use a sensor attached to the OUTSIDE not inside, and it measures the resistance between air and water. If the inside walls get dirty/corroded up, it throws the sensor off and give a false reading.
