Front Hydraulic Jacks Not Fully Extracting

We were out this weekend for our first camping trip of 2018. When lowering the jacks, the front ones did not completely come down. Anyone know where the jack reservoir is located? I think my fluid level might be low.

On my 1999 Southwind, its behind the right front tire..

Listen to where the pump is, Its on top of the resivior.
