Sorry - it's been 23 years since I owned a '96 Southwind and I've forgotten most everything. You are aware the fuel pump is in the tank, right? I seem to recall the wiring running up the driver side frame rail, but I don't recall where it terminated up front.

I am not sure about a 1996 but my 1998 has a safety switch on the steering wheel column. If you have a wreck the switch opens and shuts off the fuel pump. Sometimes these open when you release the park brake. The jar opens the switch and shuts off the pump.
Run your hand behind the steering wheel column, go up until you feel the switch. Press the reset button.

The relay is in a relay/fuse box under the hood, installed by Ford. The cover is tricky to get off. Inside the cover is the pin out for the fuses and relays. There has been some relay failures on those old 460 F53 chassis
