Help Needed with my drivers side Mirror

All of a sudden today my drivers side mirror is lose, very loose, you can turn it about 90 degrees with your little finger. Does anyone know how I can tighten this up so I can use it?
Thank in advance.

That allen set screw is behind a plug, the plug is slotted for a small screwdriver.
