Driving in P ark means just what? The transmission is still in a forward gear even though the button or lever shows the Park position? Or just that it rolls somewhat, or maybe even a lot if on a grade?

The chassis & tranny doesn't have a true Park axle lock like a car - it just engages an extra brake to hold the vehicle in place.

98 it is likely on a Chevy / Workhorse P32 chassis, you need to read up on the automatic parking brake assuming it is over 15,000 GVWR see http://www.oemys-performance.com/j71autopark.htm for some light reading material

Yep. Likely you have Autopark if you have the higher GVW chassis. When did the condition begin and what switch did you replace?. If you are lucky, your problem is just that the parking brake drum on the driveshaft is out of adjustment. And, here's more reading material AutoPark parking brake system help, troubleshooting, and repair
