Leveling Jacks intermittent

Hello all. I am having a problem with my leveling Jack's on my new to me 1997 bounder. Sometimes when I try to lower the jacks I get a stuttering relay sound from the dash and then no jack movement. Then they will seem to work fine. I am wondering if this sounds like a bad relay or do I have a low battery problem?

Does this problem happen when you are plugged into to shore power?

I will have to check that out. I have only had it for a week and have not plugged in per se as of yet.
