Mid-AquaHot Heater Issue

Fleetwood Discovery 38W. There are 3 AquaHot Heaters; forward bathroom, Under bed and rear bathroom. The heaters in the bathrooms have on/off switches. The one under the end of the master bed doesn't have a switch that I can find. The issue is it comes on and it won't shutoff regardless of thermostat setting. I even turned off the AquaHot diesel and electric and it still runs. During cold nights it's nice to have, but if it warms up during the day it keeps running and will raise the inside temp to 80*-90* F. As I am sitting here, it just shut off, but the inside temp is 10*+ what the temperature setpoints are.
I have no idea what controls this mid-heater. I wonder if it has anything to do with the basement since it is basically above the water storage area. Can anyone tell me how manually turn this heater off and/or on?

On a previous AC model, the AH was built to come on when the temp was 40 or lower regardless if the system was on or not. However, it ran on that program only in the basement. If your system is like that, it is possible the temp is set incorrectly....too high, and misrouted as well. In our coach that temp could not be adjusted or turned on/off.

Do the thermostats have more than 1 zone?

Yes. There are 3 zones, but only 2 are AquaHot. Front and rear. I did notice today when I checked on it in storage, that the rear thermostat said "aquahot not available". I have it hooked to an extension cord (15a). This makes me think that CAT320 may be right. I have read where others have posted that the thermostat for the basement, which is in the wet bay behind a panel, may be set wrong. Others say it is set for 19*F and they move it to 40*F by removing that panel and changing the setting. I am thinking that maybe it is set for 40*F as CAT320 mentioned. I'm going to check next time I am out there. If that is the case, then maybe that is the problem.
