OK. It appears that the previous owners didn't like the noise from the converter fan so they installed a switch to turn it off. Mystery solved

My 2000 Bounder has a similar switch in the toe kick near the refrigerator. It sends power to an aftermarket heating element installed in the gas water heater. My Bounder has a separate 20 amp power cord in the power bay to power this element. A quick look at the drain on the WH tank will tell you if such an element is installed. Of course your element may have been removed and the switch left in place.

Outside light should be over sink,
Floor switch is lights for your basement storage
