Without a controller, there are most likely only two switches of the maintained contact type in the rig. Our coach has four momentary type that uses a controller.

Seems the controller approach is the standard however. More wiring for the 3 way design would be required.

Exactly what Tropical said, and in fact, and just as an FYI, you can control lights (or a pump) from multiple locations (not jus 2), using only switches.

Certainly, but just like other things, it cost extra and why you don't see it as much in entry level coaches or even in the older higher end gas coaches.
The gas Tropical that we had, was about as good as a gasser gets, but it still only had two pump switches and no controller. I was always disappointed that there wasn't one in the water bay and for needing water after disconnecting the hose. One sw. in the Trop wasn't lighted either, so never knew if it was on or off, without trying a faucet. Really had to rough it, with that one.....lol
There was a lot less in that rig to go wrong, though......

Although 3 and 4 way switches are common in a house and may be used in some RVs, the OP has a Fleetwood Expedition and the picture posted of his switch is exactly the same as the water pump switches my Fleetwood Discovery.

I may be wrong, but my best guess is that his switch is the type shown in this Fleetwood Water Pump Wiring diagram. With this system, any number of switches can be used and the wiring for each is identical so the switches are interchangable. If you don't care about the light, any momentary contact switch can be used.
