The Dutch Aire HVAC unit is a replacement cooling unit; you still have the Norcold circuit board and apparently have left one of its sensors in place so that it is still signalling "No Flame". Go back over the installation instructions and you will probably find a step was missed. If you did the Hvac conversion yourself, it's just your mistake. If JC Refrigeration or a pro RV tech did the conversion, call them for help in getting it fixed.
As I recall, the flame sensor terminals on the circuit board need to be jumpered (shorted together) to simulate that a propane flame is present, but it's been sometime since I looked into that.
