Pace Arrow 1999 - Trailer lights

My trailer lights worked until the dealer we purchased the unit from took it in to get the front lights fixed. We were told the problem was a wire that was shorting out going through the fire wall. The dealer normally sells trucks from auctions, but I guess he saw our unit and thought he could make a buck! They are in another town and is a good distance away.

I was hoping to just fix the problem myself. I have checked the Ford manual and it talks about tow system fuses and I have checked them. I have two trailer plugs at the back and neither of them work. The back lights work just fine. Do I have to take all the wiring out from the fuse back to the plug or is there a better way to find the problem?
