All horn circuits need a good ground. On air horns it's much the same thing however they have a solenoid that allows the air to flow to the horns. I have found that I have had to replace my solenoid at least 2 times in the past 6 years. Moisture in the air from the storage tank takes a toll on the valve and they quit working. I have a Hadley Bully setup and most air horn systems are pretty similar.
My solenoid is screwed into the tank so it's not hard to find.

Do you have an electric-powered air pump on the firewall (engine compartment) that sends air to the horns, or is it electric power right to the horns themselves? Most gas coaches have electric horns on the roof, so the problem is getting power and ground to the horns.

Just my opinion, but on my 2003 Pace Arrow I had to replace the horns. They are supposedly sealed but the ravages of winter and rain let water in, and corrosion set in.
I called Fleetwood and they shipped me an identical set for about 100 bucks. These are now sealed with silicone RTV, maybe that will help.
