What do you mean be "lifting up"? Are they just visibly higher in spots or are they pulling the membrane from beneath the trim and exposing areas of possible leakage? Is the roof membrane in bad condition? Torn or worn through in spots? Do you have, or have you had, serious leaks? Can you post pictures?
The reason for all the questions is because most folks repair (rather than replace) rubber/TPO/EPDM roofs in place with a liquid roof coating. There are several products on the market.
