My 2002 discovery the power seat fuse is in the fuse panel under dash just in front of steering column.

My 2000 Discovery power seat fuse is located on the driver side inverter compartment. It's difficult to see them at the back of the compartment

Check connector under seat. They have a tendency to be a problem.
